To combat puppy mills, Michigan bill would stop dog sales at pet shops

A bill in its early stages in the state legislature would make it illegal to sell dogs, cats and rabbits at Michigan pet stores.

“Beginning July 1, 2025, a pet shop shall not sell, adopt, exchange, or transfer, or offer for sale, adoption, exchange, or transfer, a dog, cat, or rabbit,” reads House Bill 4838, introduced in late June.
